Not everyone has the luxury to pay for high-end clothing at retail price thus a market for second-hand clothing has emerged to satisfy the majority. Online markets like Sufu (Superfuture) Buy/Sell forum, grailed.com and Ebay has granted access to purchase clothing well below retail price.
Fashion in Japan is volatile, as in the trends go in and out every year and the necessity to have the 'newest' fashion is strong as opposed to fashion in the west where many tend to actually look for older fashion to enjoy.
This cultural difference has created a gap in the used-clothing industry in Japan and outside Japan. Used-clothing stores in Japan will have various famous brands like Visvim, Burberry, Wtaps, etc while used-clothing stores in North America is stuck with the image of Value Village offering low-end clothes that no one wants.
With the internet available to the world, many can capitalize on buying nice clothing from Japan at a nice price.

Generally, I try not to spend more than $150 each time as the customs may ding you pretty hard/
(I once bought a Gore-tex Jacket by White Mountaineering for $300 and got billed for $80 in custom fees)
